2017. aasta haldusreformi järgselt ühinesid endised maakonnad ning tulevikus vajavad seetõttu suuremaid ühendatuid tööpaiku. Kursuse ülesandeks oli luua projekt teatud alale, võttes arvesse valitud maa-ala, selle koha eripärasid ning samuti võimalikke muutusi lähitulevikus, mida see hoone hoida võimaldaks.
Grupis otsustasime, et olulisim iseloomustaja riigimaja loomiseks oleks luua avatud ning läbipaistev ruum inimestele, luues ka rohelisi alasid töökohtade lähedusse ning samuti hoone alt läbi rohelise soonena, kõigile avatuna. Eelnevalt vana teeraja olemasolu otsustasime säilitada ning seda ära kasutada, viies rohelise joone hoone alt läbi, ühendudes selle taga oleva teega.
Teiseks oluliseks iseloomustajaks projektile sai kohalik omapära – Haapsalu salli muster, mida kasutasime oma fassaadikattena, millel olev muster iseloomustas selle taga olevat temaatikat ning ruumikasutust, peegeldades seesmist väljapoole.

In the year of 2017 there was an administrative reform in Estonia, wherein some of the old parishes were supposed to join together and in the result of that, they need a bigger conjoined space for the working environment. Our course task was to create a project in a specific conjoined parish area, taking into account the plot, the specific characteristics of the parish and also the future scale and oppurtunities, that could be created with a new building in that certain part of the country.
We as group decided that the most important feature in creating a state house was to have an open and visible space for the people, additionally providing green areas inside the working area and also under the building, for the public. There was an old walkroad going through the plot, so we decided that you should still be able to use that and even enliven it more, after the building is done.
Main idea was behind the most famous local product og the parish-the Haapsalu scarf, which we used as an inspiration for our facade pattern, following the different topics and usages of space inside on the glass, reflecting it in the pattern outside.
