Kommunismiohvrite memoriaali võistlus oli välja kuulutatud loomaks uus mälestusmärk ohvrite jaoks, mis oleks asukohalt lähedal praegustele nn ”punastele” memoriaalidele, mis nõukogude ajast seal asuvad.
Pakutud lahendus koosnes tihedalt istutatud okaspuude metsast ning selle sees olevast nimeseinast, mis asetud ristküliku-kujuliselt ümbritsema siseõue. Selles asub näiliselt metsik, liigirikas ning hele aed, mida saab näha vaid üle nimeseina, omamata avaust sisenemaks vaatlejale.

Competition was created for a seek-out of a new memorial for the victims of communism, which would be placed nearby the current ‘‘red’’ memorials dating from the soviet time.
The design proposed for the memorial consists of regular planting density of dark coniferous forests and located inside the walls of a quadratic name-wall. Inside is a wild-looking species-rich and bright garden. The names of the fallen because of communism are engraved into the outer side of the walls and the garden is observable only from outside with no entrance for the public.
